FORMAL CONSTITUTION AND CONFIDENTIALITY POLICY OF OVER-COUNT

“Over-Count Drugs Information Agency” was founded on August 23rd, 1993, and at that time was registered with the Inland Revenue (Scotland), as “A Non-profit making, small Voluntary Organisation”

The Project Director is Mr David Grieve, RMN, BA(Gla) who operates the Agency on a Voluntary, Unpaid basis.
Over-Count's Web-site and Facebook Site Administrator, is Mrs Jacqueline Grieve, MA(Gla), Cert. Counselling, also on a Voluntary, Unpaid basis.
Over-Count only provides it's Services to Clients who have an over-the-counter, non-prescription, Drug or Medicine Abuse or Addiction. It does not provide Services to Illegal Drug Misuser's, Alcohol Abusers, or those with a Prescription Drug problem.
Over-Count makes no charge for the provision of any of it's Services, although a Donation may be requested but is not dependent for Service provision.
Over-Count maintains a Client Funding Account, that is used exclusively for the purchase of materials and sundries required for the day-to-day operation of Over-Count. The Account is administered by the Project Director- Mr David Grieve, and the Account is held at the “Halifax Bank”, 91, High Street, Dumfries, in the name of Mr David L Grieve.
100% of Donations are used exclusively for the benefit of new and existing Over-Count. Nothing is deducted in respect of Salaries or Expenses.
Over-Count observes a strict non-discrimination Policy. Services are offered to anyone regardless of ethnicity, religion, sexual orientation, or social status.
OUR CODE OF CONFIDENTIALITY :
Over-count observes a strict Code of Ethics and Confidentiality.
Over-Count will never disclose the personal details, including records of written, oral or electronic communications to and from a Client, to any 3rd Party outside Over-Count, without the Clients advance knowledge and written permission to do so.
There are only 2 exclusions to this Code of Confidentiality -
If Over-count determines there is an Imminent Risk of Harm or Injury, to the Vulnerable Client in question, or to anyone else as a direct result of the Vulnerable Client's current actions,
If Over-Count is ordered to disclose Information concerning the Client, by means of a valid Court Order.
Data Protection :
Over-Count may hold personal data, including records of written and electronic communications of a Client, on it's secure server, based at Over-Count's business address listed above, for a period not exceeding 12 months from the date of the last communication received by Over-Count from the Client.
After 12 months, all personal data is automatically deleted from the secure server, and cannot be recovered.
Under the Data Protection Acts, a Client may request disclosure of all the Data held on our secure system at any time, concerning the individual Client only, and not including 3rd Party communications.
Contact the Project Director of Over-Count- Mr David Grieve, at the business address of Over-Count listed above, marking the envelope “Data Protection Request”, should Data Disclosure be required.
We regret we cannot accept requests under the Data Protection Act, sent to us in any Electronic Form (such as via Emails).
Over-Count may retain non-personal data regarding Clients, on our secure server, for the purpose of Research and Statistical Data Collating, for as long a period as Over-Count decides.
